Name: Ultimate Power Tool Dragon Type: Machine/Synchro/Effect ATK: 3100 DEF: 2300 Level: 8 Summoning Specifications: Power Tool Dragon + 1 "Synchro" Tuner Effect: This card can only be Synchro Summoned by the above summoning specifications. When an opponent's monster declares an attack, you can remove from play this card to negate the attack. If you negate an attack this way, Special Summon this card during the End Phase. Whenever this card is summoned (including Flip Summon and Special Summon), you can pay 1500 Life Points to destroy up to 3 cards on your opponent's side of the field. It can't be used. It must meet the proper conditions to be called a Cosmic Synchro.

I know what a Cosmic Synchro is!!! And I want to be helpful to our overworked staffers here so...yeah. lol The requirements for a Cosmic Synchro (The actual name of which is an Accel Synchro Monster Apollo) are The original Synchro monster + 1 Synchro Tuner (A Synchro also listed as a tuner) or The original Synchro Monster + 2 Tuners (Double Tuning)
Shooting Star Dragon: "Stardust Dragon" + 1 Synchro Tuner (Accel Synchro Summon)
Red Nova Dragon: "Red Dragon Archfiend" + 2 Tuners (Double Tuning)

Approved unless other Admins disagree. Except I'm sketchy about the summon effect, do you mean whenever it is summoned or just when it's first summoned?
